Does anybody know what clown movie this is?

I watched parts of this movie when I was little and I've been trying
to figure out what movie it is.

There was a scene where a lady is in a bathroom stall, and then some
clown comes in and takes her purse from underneath the door.

There was another scene where there was hanging bags? For like dead
bodies on like a rack or something..
