Can everyone learn how to play piano?

lately, I've been interested in learning a music instrument.Do you
have to have a talent in music to learn the piano?If yes, how many
months/years to be able to learn the basics in playing both hands.In a
scale of 1-10, rate the difficulty of learning and understanding it.
